En las faldas del cerro y a un costado del lecho seco del río Nazas yace la colonia Victoria, una zona olvidada ubicada al poniente del viejo Torreón, Coahuila. Las calles de este sector crean un ambiente desolador, pues desde su acceso, por la avenida Presidente Carranza, la vialidad está tapizada de baches y desperfectos. De acuerdo con los habitantes de la zona, cuando las autoridades llegan a aparecer, inician con labores de rescate, pero al paso de los días las dejan pausadas; ejemplo de ello es el socavón ubicado en la calle Baja California. Otro ejemplo es la obra de introducción de drenaje que se quedó varada. Aunado a esto, es común ver fincas abandonadas y viejas, algunas a punto de caer, volviéndose un peligro durante la temporada de lluvias, además de que se convierten en basureros a cielo abierto, un foco de infección constante.
